Can the City’s Municipal Code be changed?

Yes. City Staff ask City Council to make changes to City code via Ordinance placed on a City Council agenda which is then passed by a majority vote of Council members. Most Ordinances changing City Code must begin with a public hearing and then be read a second and third time at the subsequent City Council meeting.
