Employee Development
Development Philosophy
It is the policy of the City of Victoria to provide, within reasonable resources, training and employee development to assist the City in achieving its mission and fulfilling its vision. The goals of the City’s Training and Employee Development Program are to maintain a fully trained and developed workforce, to increase productivity through the continuous development of skills and abilities of employees, and to upgrade the quality of personnel by fostering career development through training.
All training, employee development and educational programs provided by or through the City of Victoria will be offered to employees in an equitable and consistent manner. The training needs of City employees will be appraised in relation to the skills, knowledge, abilities and qualifications required to carry out the duties of their job and the knowledge and skills necessary to achieve future positions.
The City may require employees to attend and satisfactorily complete training, employee development, or educational programs as a condition of continued employment if the program is related to the employee’s duties or prospective duties.

COV Leadership Academy
Mission: The COV leadership academy is composed of a three-part leadership series titled: Inspired Leaders, Informed Leaders, and Engaged Leaders. Each leadership series has been curated to assist our leaders in their development of key operational and leadership skills. This academy demonstrates the importance the City of Victoria places on engaging our employees through leadership development.
